Well I actually mentioned the "character check" as a light hearted joke. I don't like discrimination just like the next freedom lover, however unfortunately it happens in today's world. On the subject though of Character Checking, I wouldn't be at all suprised if the goverment made ISPs perform character checks on customers in preventing known or convicted peodophiles from having access to children/or looking at child pornography. This may even happen in the US with known illegal filesharers, the RIAA are very paranoid and could probabily get something like this passed through congress (crazy yanks).
