i pay absolutely nothing, a friend in wisconsin hosts several servers
which well.. he gave me root on in exchange for help! but i definetly
reccomend american bandwidth, price cannot be beaten and the QOS..
well the lowest uptime i have (this includes the connection, as it's
an IRC server and a Teamspeak server) was 152 days upon my last weekly
checkup me thinks..

I wouldn't recommend running a server from an ADSL line *unless* it
doesn't matter how available it is. There are *no* quality of service
guarantees with ADSL - if the line drops every 5 minutes for 10 seconds,
there's no comeback.
Been there, done that. Gave up, and now pay for a virtual server.
$20/month to Linode or £15/month to Bytemark. Well worth it, in my
opinion, as long as you don't need anything too fancy.
