Uhm.. a recycling organisation needing it equipment? Maybe this

Yes it does sound a bit odd and a bit off even.. Our problem was (and
still is for some of the owners) the fact that 2nd hand PCs are not
always the most reliable. We have to have complete (well as near
as...) reliability. We have to be able to log on and go not have to
worry whether the PC we are using is going to actually start, break
down half way through a moderating session or simply freeze up on us.
We felt that a laptop Pc was the way to go as it would at least be
portable if another owner/moderator was in the need of an emergency
loan for the previous reasons. Try getting hold a decent 2nd hand
laptop.... for free!!!! It can be done but we were competing with
over 2,500 other members when they were offered. We do not get any
special privileges when anything is offered that is something I have
always been ultra strict about from day one. We have to request
exactly the same as the very newest member.
Anyway, if we didn't get the grants it would only go to some snotty
nosed schoolboy football team :-)))))
