Having traveled all over the country on business, large numbers of the
population are terribly unsafe on the roads for all the reasons Andrew
gives.
I routinely have to avoid bad driving by observing properly and getting
out of the way.
I used to hate it when I lived in Stoke and it snowed, they all used to
crash into one another for no good reason. Also the guy who failed to
notice me on the a34 at chesterton with hazard warning lights on and
ploughed into me at 70.

if you want to slow down traffic, put in chicanes.. those SID devices
which tell you your speed (people take notice of that!) and although
we all hate them - speed bumps make you aware of your speed and slow
you down
IMO the real problem is drivers who tootle along in their own world
across high speed roundabouts at 10 mph.. pulling out and cutting
people up.. i had one almost have a heart attack when i beeped her for
pulling out about 10m infront of me and deciding to then slow down and
observe.. i had to swerve and emergency brake on a roundabout from
30mph (reginald mitchell way, if anyone knows it) it's a series of
large 30mph roundabouts with excellent visability in all directions
