tbh there should be a Web Design Council with voluntery members who can help sort out websites or bring them closer to the W3C standards (allow it to function in all browsers), sort of like the BCS (British Computing Society) like body. Average Joe could report websites which they feel "aren't quite" meeting the mark and the council would then advise the website owners on how to bring the site to a "more suitable" level of web usuability. Could probabily get goverment funding too... Another one of my hair-brain'd ideas.
