I've setup a few exim servers so I'd be happy to help you debug if needed. I wouldn't class myself as an exim expert though!

As the closest thing to a postmaster for the above machine, I am not
sure why we're not speaking TLS on the outbound and I will see what I
can do about it.

If anyone has a good pointer to getting exim to talk outbout tls ?
