I had the onerous task of dealing with RM when I was in charge of the budget at Telford (Priorslee Campus University of W'ton). It ain't nice. As for Stoke. They have just been hauled through the coals for about 3 contracts that were way, way over the top. I think they accepted tenders that were about 2/3rds as much as the others. None of the three were local companies either.
