I thought it had been cleared up at lug.org.uk I'm not LUG master, far from it. I did enquire about setting up a South Staffs one but then decided against it and thought it best to pool into the Staffs LUG instead. It makes you wonder of there any other small groups out there that are not registered at lug org. There's not official requirement after all.
