Adam,
Even if you could make an exact copy of the SIM, the mobile network
would detect the same SIM in different devices (different IMEI) or in
different cells and would probably shut them down. These expensive
"multi SIM" accounts use uniquely numbered SIMs and tie them together in
billing.
To answer your other question, the network operator does retain
ownership of the SIM.
