Be Unlimited are also affected by o2's implementation on the ban.
o2's ban is done at the IP level rather than using DNS, though it's just as
trivial to circumvent. TPB have/will be changing IP addresses which will
immediately circumvent it. They've also started publishing IPv6 DNS records
which are completely unaffected by the blocking (as it stands now).

This sounds like the Digital Economy Act.
It doesn't include any burden of compelling the ISPs to do
monitoring. It just includes the ability for rights owners to send
infringement notices to your ISP based on *their* detection of you
distributing stuff illegally.
Only ISPs with more than 400,000 subscribers will be affected by
this, which equates to the largest 6 ISPs in the UK. This actually
catches almost 94% of UK Internet users.
If you don't like the sound of it, my best recommendation would be to
write a letter to your MP. Also if you are a customer of one of the
6 largest ISPs in the UK you should move to a smaller one.

O2 (presumably also Be Unlimited)
Sky
Virgin
TalkTalk
Everything Everywhere
On the other hand if you really did read something about the ISPs
themselves being compelled to monitor their users, then that is more
like the draft Communications Data Bill, which is not yet law.
Everyone should write to their MP about that one; it's terrifying.
