EXT3 is what I use, but that is mainly because that is what the partitions are formatted to by default, on most of the distros i use.

Why FAT 32? use one of the newer formats, they're faster. And any
modern OS can read the NTFS partition.
I normally have 5GB /root  2 swap and the rest /home.
But bear in mind that I don't know much!! (as DT will be quick to tell you)
