FreeNAS is a good bet. I can't remember how small a footprint freeBSD
is but it'll run VSFTPd quite nicely without much other junk. :)
(Apparently vsftpd is more secure that proftp...i dont know how much
truth there is in that though.)

You are looking at either an old centos server install...or maybe
something like FreeNAS which has ProFTPd
