I'd suggest taking a look at Puppy Linux. It runs in a 'live' mode but
when it is shut down it writes any changes you have made to a file on
the USB stick. These are then reloaded the next time you boot.

Oh, yes, it does have to be a GUI desktop but I'm fairly happy with
the lightweights (openbox, fluxbox etc).
