In actual fact this was talked about on Radio 4 last week, there isn't a
'catch' as such apart from as has been said they will get the Government
to pay for it so in theory you do pay for it via tax.
You will also not get any payments from it (For ever and ever amen as
far as I know), so if your panel produces more electricity than you use
you would normally get paid for supplying electricity to the national
grid as happens in Germany etc the company will take those payments.
The installed panels take 20 years to show a return on the investment
this is why these solar panel companies are taking the grants and any
possible electric profits and offering them for free.
You of course do benefit by hopefully getting a reduced electric bill.
