As for the water... You ought to be up-front about the fact that the
machine is water-cooled, as typically liquids are not permitted anywhere
near a data centre, for obvious reasons.
If it's closed-loop (pre-filled) you might be OK, although topping this
up within the facility will likely fall foul of the aforementioned 'no
liquids' rule.
I think given how much it's going to cost you, investing in a 2nd ADSL
line and some bonding equipment, would likely be cheaper and easier for
you to work with.
