I have a question that has arisen out of a discussion on another
mailing list (fishing one). I first need to make it known that I do
not use peer to peer file sharing or newsgroups, no, honestly I really
don't and haven't for possibly over 5 or 6 years now.
So, I know it is possible to prioritise traffic at home via a router
(main one that carries the ISP signal). This is generally done by
setting certain ports higher values (if that is the right way of
describing it) so that they take priority over others. But, can an
ISP do the same for either individual customers or a blanket area or
even everybody? Further, can this (if it is possible) then be
countermanded by an individual customer?
I ask this because apparently Virgin Media customers find it
increasingly difficult to access any peer to peer functions or
newsgroups (Usenet) after 5pm due to traffic shaping on the part of
virgin Media. I am not a Virgin Media customer I'm with O2 but I
would like opinions on this one please :-) No, not on being an O2
cutomer either as I'm quite happy with them.

This is done by most ISPs nowadays to improve the http downloading and
overall browsing speed. As far as I am aware, there is very little you
can do to get around it, there are ways to encrypt the traffic from
said file-sharing apps. Usually the manual will explain how to do it,
if at all.

ISPs can certainly do this. At work, we provide some clients with monitored
VPNs, and have occasionally had problems when the ISP has throttled the VPN
traffic.
The only way I can immediately think of to get around it would be to use a
VPN, so that the usenet/file sharing traffic comes out of the other end of
the VPN. I've heard of people using VPNs in this way to get around
geo-restrictions on e-books (some books are for sale in the US, but not in
the UK, for instance. Connect to a VPN in the US, and you can buy the book).
Of course, if the ISP throttles VPN traffic, it won't help.

I have no issues accessing my Usenet connection after 5pm. I use SSL
to encrypt my traffic and I guess that could be why. VM might see SSL
as a core service and wont restrict it.. Most providers these days
allow you to encrypt the traffic, but it comes at a cost. The other
would be to use a VPN client connection and push the traffic down
that..
Restriction takes place to safeguard the service and naturally ensure
that everyone can benefit from the service that they are paying for.
If your unable to do this and feel that the restrictions are breaking
visiting websites, then install a caching server. Something like
Smoothwall :)

Cheers for the input on this one. you can see how out of touch I am
now as I honestly did not know that there was so much 'shaping' going
on. As stated, absolutely honestly and nothing to do with who may be
monitoring this list, I haven't used peer to peer for about 5 or 6
years. I can also honestly state that I have never downloaded
anything illegal or dodgy via peer to peer. I only ever used it a few
times to try downloading distro's and just couldn't get on with it.
Usenet I used a lot, again 5 or 6 years ago (it could even be longer
than that) but the closest I come to using newsgroups now is through
Google's service and that is only a tech forum.

Methinks you do protest too much ;)
I doubt anyone cares if you download something - legally or
"illegally" - from a P2P service. This is a LUG, not the courts of
justice ;)

various government types, something about being a source of "condensed
IT knowledge" or something....? *shrugs*
