Seriously most linux distributions can be made to do whatever you like
without much hassle, If you did make your own you would have to support it
and provide repos etc for it. And the cost would be pretty high monetary as
well. Best thing you could do would be to install a basic
debian/ubuntu/insert distro of choice, and then make your own modifications
to it.
In short it would be a lot of work. Hope that helps :P

There is at least one Debian distro that gives you the absolute basics
and then allows you to install only what you want installed. There
are, of course other distro's based in bigger distro's like Slackware
that do the same. It is very much a case of what are you actually
looking for?
As for "what would you charge for live or install distro and also for
regular maintenance?" I think ou have an incorrect view of what we are
here. We are a LUG not a company out to make money by building
software. We'll certainly help out if you need it and we are able to
offer that help. We don't charge though :-)
