I know RT was mentioned earlier, but how about both e-mail and web access
and use something like Eventum:

It is all written in php and is very user friendly, bounties can either be
e-mailed in or done through the interface, thinking about it, you could
use a simple text to mail form on the website to generate tickets.
The other advantage of having it in a ticket manager is that if you do a
really good how-to or solve a difficult problem the tickets can be searched
:)
RT can be a bit ugly and it is a monster of a Perl site, Eventum is much
more userfriendly and written in PHP :)
